Mitel Software Applications / MSL Error Code 15

I have installed latest MSL (msl-11.0.99.0.x86_64) on server from bootable USB drive (Rufus).
After installation and reboot MSL showing error at startup Error Code 15: File not Found....

I have tested the same MSL version on Hyper V and it worked like a charm. But its not working on physical hardware. i tried on two different server hardwares. same error. what am i missing??
