SIP On Mitel / Cannot get into admin menu on 6865i, nor register device

Hello all. I purchased some 6865i's on eBay and they said they factory reset them. However, I cannot get them to configure to my 470 system. When I try to access the "admin menu", EVERY password I've tried (all the defaults 22222/5518/73737/73738/6865) doesn't work. I can login to the WebUI via IP Address with UN: user | PW: (blank), however this does NOT give me the admin menu, only a basic user menu.
We have MANY of these 6865i's on our system and they are running the following:
Firmware Version 5.1.0.3070
Firmware Release Code SIP
Date/Time Nov 13 2019 14:12:32
Boot Version Boot2 1.0.0.H Nov 13 2019 14:09
The New phone I'm trying to program is running the following:
Firmware Version 4.3.0.1075
Firmware Release Code SIP
Date/Time Dec 6 2017 21:28:23
Boot Version Boot2 1.0.0.F Dec 6 2017 21:26
I know those are obviously supposed to be the same, but I cannot get anywhere with how to factory reset these phones without the admin menu. (On our current 6865i's that ARE registered, I can login to the menu/WebUI with 22222 and get to the admin pages.)
I have statically set up the IP, I've added the terminal in our 470 system, hit "re-register" and it tells me to reboot. Once phone reboots, N O T H I N G...Currently, when powered on, it has "device.unprovision" on the screen with the time and date (thought 4 hours ahead). Does ANYONE have ANY idea of where to start?
