Mitel Software Applications / CSM constantly rebooting

I have a customer that is running CSM version 6.0.2.8.
It goes through a constant cycle of running and connecting to the phone system, then sometime it does and sometimes it does not load the database. Then within 10 minutes it stops running and restarts the process.
Everything is on the same subnet, I can ping the IP address and the Server name, when it is up and running I can reach out to the AMC to Confirm licensing.
Any help would be greatly appreciated.
