MiVoice Office 250/Mitel 5000 / Basic VM wont let EM connect

Downgraded CF to 5.1 . Restored DB. Now BVM will not let EM connect. Any ideas why? Unified messaging is disabled.(BVM)

The timers are the same for all phones. Can't figure out why it won't let us transfer to hold.

When we try to transfer to hold at ext 914.
It just transfers. when we transfer to hold on 901 it places the call in hold on call key 1.

I can put a call on hold at one ext and not the other. Any ideas?
I already copied all flags and everything else from working ext.
