SIP On Mitel / 911 on SIP

We currently have an issue with our current system and 911 and looking to see if SIP will help solve it. Here is the setup.
We have a 3300 with 5 locations. Most of our main numbers (we have a few) come into site 1 and some others go to other sites. The issue started when 911 was called from site one bldg 2 and the first responders came to bldg 1. Site 1 actually has two buildings with two addresses. the entire org has two PRI's, one at site 1 and one at site 2. We have no setup that will allow us to show 911 calls the different locations without a big cost. There are some options that we can go down but the cost is ridiculous. Will putting in SIP trucks make this any easier for us to tackle the 911 issue? We are going to add them if this helps. Any comments or suggestions are welcome. Thanks guys!
