Mitel MiVoice Business/MCD/3300 / Anyone ever seen this

We recently upgraded our WAN for speed our old WAN was Layer 3 New is Layer 2, we have 3 3300s. The locations that have controllers at them all phones are working.
The other 14 sites we have DHCP pools like below.

We have a mixture of 5330s and 5224s the 5224s are working and pulling the download form the 3300, however we can't get the 5330s to do anything. We have worked with Cisco we have worked and are still working with our phone vendor who is working with Mitel, however I wanted to reach out here to see if anyone has seen this before.
