MiVoice Office 250/Mitel 5000 / "INVALID" Message on Phone When Dialling from UC EXpress

I have a Mitel 5330 phone and am using UC Express v3.1.1499.17220.
When I try and dial an external number from UCE the phone displays "INVALID" and I hear a continuous tone. The number that's shown in the UCE toolbar on the Windows task bar is correctly formatted for both UK (e.g. 901252112233) and EU (e.g. 9004966259112233) numbers and the dialling works ok via UCE for internal extensions.
I assumed that the issue was related to the leading 9 for the outside line and I tried changing the Windows dialling rules to use 9, (i.e. with the trailing comma) instead of just 9 but the comma seems to be removed by UCE.
The information that UCE reports about the phone is:
Phone: 5330
Firmware: 05.01.00.16
Hardware: B.11
If anyone provide any guidance as to what I need to do to get the UCE and the phone working correctly together for external calls, I'd be really grateful!
