Mitel SX200, SX2000, and older SX platforms / SX200 ICP MX remote connection

I am trying to set up a modem on the maintenance port on a SX200 ICP MX controller. I can get the modem to answer, but the phone system does not respond. I have tried various cables and modems, with the same results. I can log in directly through the maintenance port.

I have a customer with a SX200 that allows maid codes to be entered at the room phone, but it does not change the status of the room, particularly in the PMS. Any suggestions as to what might be blocking the codes?
