When the MXe is plugged into the customers network ESM is not accessible and the IP paging Unit goes down. The only IP Device is the IP Paging Unit.
The L2 switch is a Cisco 2960 and two ports are programmed as Access ports on VLAN 150.
If you unplug the box from the network and direct connect the paging unit it works fine and you can browse to ESM.

What do the logs on the Cisco tell you when you connect? Or the logs in the 3300?

You should troubleshoot this not by trying to browse to the ESM but by trying to establish basic network connectivity:
put each device on the network,
- ensure it can ping its default gateway
- ensure other devices on the same subnet can ping it
- ensure devices on other subnets can ping it.
Only then should you start trying to fire up applications.
