Is there an easy way to move an IP user from one controller to another?

MCD 4.0 SP2 both controllers are in the same admin group.

Do you have OPS Manager? That would be the easiest way.

what is the reason for moving the user? Are the controllersin a cluster?

I'm not running OPS I am using SDS to sync everything.
Yes, the contollers are all in a cluster but I would like the call routing to be local. A user moved from one location to another and I was looking for a simple way to move the user between the sites. The phone works just fine but the outbound dialing is slightly different between their old location and their new one.
