Title: recall from another phone

is it possible to to pickup a recall from a call that's on hold on another extension and if so how can you do that.

Look at the feature called remote retrieve. That is probably what you are looking for.

If it's a hold recall then I don't think Remote Hold Retrieve will work.
You may be able to try a directed call pickup.  <FAC>+<ringing line>
