Customer want to replace all their Inter-Tel 8520 sets with the Mitel 8528s. Is there another way to do this besides rewiring all the jacks?

Don't need to re-wire the jacks, just do the cross-connects. The only real issue is if you've split out a jack with an analog device.
Personally, I think they'll be disappointed with the 8528. The 8520 is a much better phone. Better construction, better audio quality.

You can also punch down the blue pair instead of re-wiring the jack if no other pairs are being used- analog for instance.

I believe that is what DND ON was referring to in the first place. When looking at a standard RJ25(C or W) you have 6 pins where 3 and 4 are the center pair, normally called the White/Blue pair or the Green/Red pair. The old Inter-Tel equipment would use the next outer pair of wires on pins 2 and 5 or the White/Orange or Black/Yellow pairs.
RJ11 is just the center pair pins or 3/4
RJ14 is two pairs 2/5 and 3/4
RJ25 is three pair 1/6, 2/5, and 3/4
Any USOC jack type with an X or S designator would be an 8 pin jack.

One more idea: there are "splitters" used for things like 2-line phones, basically take b/w and o/w pairs and split into two seperate b'w jacks. I think you could use this, plug into the back of the phone or wall jack, and put line cord in the o/w jack to in effect move to b/w. Be sure you use one that's labeled L1 and L2, and plug the line cord into L2. HelloDirect has PN 5826 that looks like it will work.
