Here is an odd one. I have an IP phone with an extension 1021.
I have under users>username>associated destinations>voicemail as 1801, a phantom extension that directs immediately to voice mail.
I have the dynamic extension express for step 1, ring 10 seconds destination desk...then step 2 to voice mail. Because I have the voicemail set up as 1801, it should pass to 1801's voicemail.
If I call 1801 from any phone, I get the voice mail for 1801. Perfect.
If I call 1021 with the DEE set up as above, then it rings 1021 and after 10 seconds transfers my call to a hunt group (I have no clue what one) when its supposed to be transferring to 1801's voice mail!
Any idea whats up? If 1021 does not answer, I want it to go to 1801's voice mail.

Here is a screenshot of associated destinations. 1801 is a mailbox AND a phantom. When I type 1801, it always chooses the phantom...when I want it to use 1801 mailbox.

Typically DEE and other rerouting programs will not follow a different extension's (your phantom) to voice mail. Try this: create a CALL ROUTING APPLICATION (VOICE PROCESSOR/DEVICES). Remove the default greetings, day and night. set DIGIT TRANSLATION/TIMEOUT to TRANSFER TO MAILBOX and choose 1801. I believe you'll find this breaks the chain and call will go to VM.
Remember this trick for any time you need to break a connection...since the CRA actually answers the call, even for a ms, the call now belongs to the CRA and will follow a destination's sys fwd.

Great, thank you!
