Right now on our 5000 we have ARS setup to route all outbound calls out over a SIP Gateway. We also have a backup line setup on each system in case this goes down. Right now we have them manually push the button to make those calls. How difficult would it be to configure it so that if the SIP Trunk is down to auto dial out over the first Loop Start trunk group? Is it as simple as adding that trunk group to the facility group?

Short answer is Yes, you are correct.
What I see sometimes though is the SIP doesn't go down all the way, calls simply fail or are unroutable so the system doesn't failover to the next Trunk Group.

Generally, if the primary trunk group circuit goes down, outbound calls will fail and not route over the next trunk group(s) in the facility group. It's not reliable for what you're looking to do. If the primary circuit is busy, outbound calls will route over the next trunk group(s), which might not be desirable.
