I have confirmed my voice mail account does work if I redirect calls to it or check existing messages, but if I let a call ring, it will never pick up.
I have checked my account and I can not see a problem.
What am I missing to check?

System forwarding flag.

DND ON is probably correct in their assumption that the station flag System Forwarding is set to No.
System > Devices and Feature Codes > Phones > {your station} > Flags > System Forwarding
Another place to look is the actual Forwarding Paths itself to verify that their is one and that the correct flags have been set for it to forward the call when its conditions are met.
