The full directory is not listed when forwarding a voicemail.
Example: I have a message..
I play it, press 4 to forward it.
Press # to get to directory.
Enter any last name
I press 3 to scroll all names, only the same 13 names are listed.
Is there a “do not show in directory” option we may have missed?

Additional info:
It looks like only our main location extensions are listed. Noe of the other branches are listed.
Main = 11xx
Loc2 = 12xx
Loc3 = 13xx
Loc4 = 14xx

Each location is set to a different mailbox number

Unless the voice mails are networked, you can't forward messages between sites. Check to see if that feature is licensed on all your sites.
If not, the other option is to move all mailboxes to one site, assuming you have the resources to support that.

Look in SOFTWARE LICENSE, see if IP NETWORKING is turned on at all sites. If it is, it can be done but trust me, it's a bunch of work. If it's not on it costs pretty much...probably more than adding more ports to largest site and putting all mailboxes there. You can still leave housekeeping stuff like auto att and announcements at the remotes.

Voice mail networking is an additional license to IP networking.

I try to go with centralized VM like DND ON mentioned, for centralized company directory and MB message forwarding. Using local VM's for AA & HG Annc/Ovrflw/Recalls.

My bad...correct name for vm networking is VOICE PROCESSOR MESSAGE NETWORKING.
