Is there any type of call logging, i.e. short term, most recent, that is reported for outgoing calls ?

Without SMDR? I'm thinking you mean with out external SMDR reporting.
If it's turned on you can go to maintenance and enter "Logs Read SMDR newest 1000" and it will show you the last 1000 call records.
It will store up to 20,000 records.

Are you talking for the entire system, or for a specific extension?
Many phones like the 5340 have call history built in under the applications key, others can have a Call History button and a call record size assigned to them (20 call records, for example), and some are not cable of this feature.

You can also telnet in and get the call records from the system port 1752 and using raw. Be aware that this clears the buffer so you need to set up a save file before you open the session.

If you are talking without using SMDR then no.
