I have a about 200 Mitel 3300 controllers with software versions ranging from 7.1 to 11.0 (only 4 below version 10.0 so I will ignore them)
I have a bit of a problem using NTP on my 10.0 controllers. My problem is that since 10.0 was released the VIC, NSW, ACT, SA and TAS state governments changed the dates daylight savings starts and stops. So when I have Australia/Sydney selected the time changes on the wrong date. Is there any way for me to change the dates when DLS enables/disables?
With over 80 systems still on 10.0, software upgrades is going to take a lot of time and cost a lot of money.
It is fine under 10.2 and 11.0

The only option you have is to set the time manually for the period of October, or wait until the end of October for the time to roll over as per what the controller knows.
Other than that as you said, upgrading will get you around the problem.
