I've never had to deal with this issue before, but it crept up and I had no idea how to resolve it. A staff person's phone was ringing and ringing and VM never kicked in. After staring at the DB and UCA, I started searching and found this link:

Indeed... a very common one. Nice little "quick fix" page you found there!!!
Now, put a 5000 in a school where all the local 7 digit numbers are 3XX-XXXX and see how much trouble that gets you in!
If this becomes a common issue, there is a system flag to require the special key for all feature codes.
