Title: General Toll Fraud Question

I read this regarding AT&T suing a company for $1.5 million because they were hacked and hit with toll fraud.

This leads me to a question:
Who is responsible for toll fraud charges?
1- Customer should pay the bill?
2- Carrier should absorb the charges?
3- the tech that set up / opened up the hole to allow the hack?
3- the hacker should be caught and shot?

I know everyone reading this is careful with the systems they maintain but what's your opinion and why?
I'm thinking there isn't much choice except for the carrier to absorb and go after the hackers.

If the hack victim is forced to pay it could put them out of business.

Hi Ralph, agree to be honest. SERVICE providers are just that and if there is misuse of that service then the buck stops with them.

If someone clones my card and then buys a Ferrari is that my fault because I was not able to stop them cloning it?

Good point.   Same would be true of my credit card.  If someone steals my card am I responsible for it?
