Guys having a blonde moment I think, ::)

Can a 5550 console camp a call on to a busy extension so that it Q's to that extension and if yes , how??

Not sure about a console.
So try this first - get it working on a regular phone 1st.  Be sure it works then try the console.
Turn off fwd busy on the called extn and verify the COS of the called phone has an auto campon timer.  The default is 10 seconds.  I'd lower to 3 or 4 seconds.
