You checked call routing to ensure the dn reroutes 1st alt to the pilot number of the vmail hunt grp?

A phone and it's vm box are not tied together until you specifically tell the phone to fwd to vm.
You can do this by going into the Call Rerouting Assignment form, finding the extension number and putting a '2' in the 1st alternative column.
(The assumption here is that the '2' is programmed to go to vm)

Easy thing to try.

I'm going to highjack your post for a second to complain about the "new" Users form. It needs to have a section for call-rerouting in it. Without it people never remember that they need to change that step so callers actually get voicemails. I know half the time our techs forget and then we have to remote back in and fix it quick.

Just the ability to set the interconnect number within the user device configuration form
