Title: 3300 ring group "overflow" not working

Have a 3300 running 10.2.0.26_2,  in a multi-level tree menu box where one of the options sends the caller to a ring group. All of the extensions ring, but after 20 seconds the "overflow" ??? is an information only mailbox, but it does not answer no matter after 100 rings?
Any ideas?

is the overflow number call rerouted always to VM?
