I have a customer with a Mitel 470. This is a small motel/hotel with 2 IP phones and about 30 room phones. For some reason the room phones do not have the ability to dial out. They should be able to dial 9, then the 10 digit phone number. 9 and the number works from the IP phones, but not the analog room phones. All the phones are programmed to use the same route to dial out (Analog POTS lines), and the permission set digit barring tables are all set to All Free. I just can't figure out why the IP phones can dial out and the room phones can't. Any help would be greatly appreciated.

Is everything in order under Room Settings: Permission Set when room is occupied, alternative and when vacant?

It turns out that there was corruption in the database. I restored an old backup and the issue resolved.
