If you setup a report to be emailed in CCMWeb the email fails.
IN YSE the mail server is setup and the outbound test passes.
What log can I look at for email issues.

You can find the logging here: C:\Users\Administrator\Documents\CCMLogs, check the YourSiteExplorer.log.
If the tests are all OK you should check the email settings in the "enterprise", CCMweb is using the email which is configured there.

I checked the Yoursite log and there was no mention of any emails sent, nohting in the CCMWeb log either.
I checked all the email settings and they are all configured.
