Hello, I am trying to figure out how to have a call an Admin transfers to a phone to ring back to the admin if the call is not answered instead of going to the users voice mail?

Uncheck the CO Transfer/AA/VM flag in the forwarding path, then make the admin phone the Transfer Recall Destination for the station.
