I have a ring group with 4 members. 2 of the members are phantom which appear on acd hot desk agents keys. Calls will bypass one of these phantoms. The phone is in service, logged in.. no fwd or reroute on the phantoms.

Check the class of service. There is a setting under Miscellaneous “Force Device Busy If Any Line In Use”.
