Title: No ring back tone SIP on external call forward

when forwarding incoming SIP to an extrnal number via SIP, call will connect with two way audio but during the connection there is no ring tone just dead air until it connects. Any thoughts?
only mobile destination.

carrier issue ?

I've run into this before and it was a SIP Peer Profile option, but I can't for the life of me remember which one. Something in the SDP Options tab, maybe "Force sending SDP in Initial Invite - Early Answer"? Or "Suppress Use of SDP Inactive Media Streams".
