Is it possible to call forward to an external device but make sure there is a reroute for internal voicemail should that external device not be answered?

Pretty sure this happens by default.
You just need to make sure the Call Forward No Answer time in the COS is less than it time it takes for the other party to go to voicemail (if that's what is set)

It won't work if you external number gives answer supervision before the call is actually answered. I've seen this happen on cell phones several times. Same thing if you're using analog lines.
You can tell if your call gets answer supervision if you call the external number directly and the clock starts.
