What COS flag(s) are they referring to?

Maybe they are referring to the Enable Device Configuration COS.
For 69xx IP phones, enter 0 to disable Language, Voicemail, Call Forward, Config Teleworker, WiFi, Bluetooth, and Reset settings in the Settings menu. This also disables the long key press functionality. Or, enter the length of time (range 1 to 5 seconds) for which a programmable key (PK) must be held down to launch the key programming application.

The is a new COS "Long Key Press Timer" if it is 0 it disables LKP.
Enter the length of time (range 1 to 5 seconds) a programmable key (PK) or the Settings must be held down to launch the Superkey menu on 53xx phones or the key programming application on 69xx phones.
Also applies to the activation/deactivation of Call Screening from a secretarial station.
Enter 0 (zero) to disable long key press functionality.

Hm, it looks the option has been renamed in MCD 9.0 so:
In version 8.0 the option is: Long Key Press Timer
In version 9.0 the option is: Enable Device Configuration

You're right, it looks like they have changed the name. Typical of Mitel isn't it. :o
