We shut down a location that has about 15 5530 IP phones off a 3300. I deleted the phones off the controller before it was shutdown. Now when I boot up the phones it boots off the resilient controller. How can I remove these resilient phones off the resilient 3300? Running software 7.0.

I am going to assume MCD 7.0 (14.0.x.x) not release 7
Did you remove the controller from the cluster?
First thing I would try is "GDM CHECK USERANDSERVICE" and "GDM REPAIR USERANDSERVICE" from maintenance commands.

If both controllers are still clustered you could try to force a sync with "overwrite" onto the secondary controller.
Take backups first in case something bad happens.

I am on version 7.0 SP1 PR2 load 13.0.1.53 The GDM check did not find anything. I'm reluctant to remove cluster due to it may cause other issues. My vendor tells me I have to rebuild the phones then remove resiliency and then delete the phones. Why did it allow me to remove the phones with resiliency in the first place!

Check your SDS errors - when you delete a resilient set, it should of course remove it from both primary and secondary. If that hasn't happened, it must be that the sync failed.

I see the SDS distribution errors on the system. The Force Change is grayed out. Any idea on how to force the change?

My vendor removed the decommissioned control in the cluster to free up IP phones.
