Title: MiVB 8.0 software installer tool won't open on Windows 10 laptop

I have downloaded a MiVB software installer tool for 8.0 software onto my Windows 10 laptop, restarted the machine and there in no exe file or shortcut to open the tool up with...what am I missing here?
