I'm a big fan of http://www.localcallingguide.com (http://www.localcallingguide.com) because you can see local calling areas.

Years ago when I worked for a CLEC there was a website that would even show the local wire center/CO boundaries, but I can't remember what it was called or if it even exists any more.
