Title: Unable to create session as there are no SIP Endpoint licenses

I'm getting an error message "Unable to create session as there are no SIP Endpoint licenses".

Does that mean I need to buy a license?  Or can this be fixed some other way?  Is there an easy way to see how many licenses I have and which users are using them?
