I ran into this issue before and it could be one of two issues.
1. You have a bad HASP.
a. Test it on a known good setup.
2. You need to get Mitel to walk you through uninstalling and reinstalling the correct driver for the HASP. There is a tool that helps with this that they use and I can't remember the name of it.
UPDATE:
I don't think you can load both up on the same PC if that is what you are trying to do.
