cascade ring group to include a speed dial?

There's a cascade ring group that I'd like to put together that would involve dialing 9911   (9 being our code to dial out).

Here's the scenario i'm shooting for:

When a user picks up the phone, the ring group is being dialed automatically, no problems here.

The first extension will be rang for 5 seconds.  If nobody pickups, the cascade group timer kicks in and goes to the next entry which would be a speed dial for 9911

The system isn't letting me enter a speed dial in a ring group.  How could I work around that?

I think you can make that work with external hot desking.
Create an extension and hot desk it to the external number.
Requires an external hot desk license.

You can't make a Speed Call number a member of a Ring Group, but you can set the Ring Group overflow point to be a Speed Call number.
 
If your Ring Group has no members present, it should go straight to the overflow point.

be careful with this one. if you are transfering to 911 and it is an emergency, sending to a non emergency ring group internally could open you up to a law suit and liability if a person does not get prompt care bacause you sent them to an internal ring group.  if you accept that risk then the overflow is the way to go.

I would do the external hotdesk. If they want to go to 911, its likely the cost would be less than if they didn't. No price on life IMHO.

This configuration would be for a phone located outside a firehall.  From my understanding, it's required by law to have a designated phone located outside the firehall that dials into the firehall and/or 911 emergency services. 

The existing analogue system does the following:

Auto dial into firehall on handset pickup.
After 5 rings, dials 911 automatically.

This can be easily replicated in the 3300, make the extension a Hotline to a ring group, then overflow the ring group to a speedcall that is 9911.
