Can I deactivate any phone from being able to make a Meet-me conference ?

EZEK,

The Meet-Me Conference Bridge is always there. The only codes are those that extensions of Users by default. To add a Conference Code they would need to be a User so if you take away their User then they would not be able to setup a conference code.
