If you have a staff WiFi setup internally that can reach that server.  If not then never mind.

sounds like you have too many restrictions to test the application.  You need a Windows box where you can drop the firewall.  Not much else to suggest.

For issues with the UCA not connecting to the server, look at the .NET security update from Microsoft. KB2838782 for x64 machines and KB2938780 for x86 machines. These need to be uninstalled in order to use the UCA client. Mitel is supposed to be working on a patch for this. My question would be, does anyone know when that patch is coming out? I would rather not uninstall a critical security update on all PCs at my institution, just to run this program.

I just tested with a Win8 laptop not in the domain and it connects fine.
Now, I just don't know what to review to find what we're blocking.

If it's not in the domain, then it probably didn't get a group policy pushed to it.  So first, see if the firewall was up or down.  If it was down, then it could be a port blocking issue within the windows firewall.  If it's up, then something else is at play.

Found my problem... Thanks to Wireshark

I had disabled the Cipher RC4 128/128 per a Nessus scan stating this was a vulnerability.

I'm running a new scan now with RC4 re-enabled to see what Nessus says is the actual problem.  Maybe we will accept the risk.
