Best way to program my ACD

I've had the same setup that I built 2 years ago, menu node mailbox with extension with greeting and multiple paths corresponding to different queues.  I'm wanting to change this now to remove my menu options.  Here's what I need to do:

Dial a DID for my queue

Play greeting and offer the option to leave a voicemail or hold for an agent

Transfer to a Path

Every minute play a RAD with interflow to a voicemail (I know how to handle this part)

Any suggestions?

Use path interflow dialing along with your rad. 
Call goes direct to group, RAD plays after 15 seconds telling the user "all agents are busy.  You can choose to remain in que for next agent or press "1" to leave a message. "
Repeat RAD every 60 seconds.

This wall the caller never leaves queue.

My Queue 800 number is tied to a local DID (so 877-864-xxxx is 292-0544 in my system).  So 544 is an extension and a voicemail box.  How do I get 544 to play the message I want, offer the option to leave a voicemail and then divert to my path?
