In general, Mitel uses VARs and unless you're working with Mitel Direct I suspect you working with a Mitel VAR. (I work for a VAR)
Usually, a VAR will sell you the system and support you afterwards. VARs come in all shapes and sizes with various experience and support capabilities. Mitel does a good job of supporting their VARs and monitoring customer satisfaction levels since they want to be sure their VARs represent them well.
If you're unhappy with your VAR, you can contact Mitel to have them connect you with another. But I hope one delayed service call doesn't ruin things between you and a possibly normally good vendor. I know you had some unusual weather activity go through last week and I know from experience that things can get backed up.
