Call Now... adding a 1 to the number

I am looking for the solution to the following issue.  Users access their call history (call log) and when they press the CALL NOW button the system automatically adds a 1 the phone number even when it is a local number.  This cause the call to be denied by the CO and make call history a lot less useful.

An other thing that might be important we are in area which has 10 digit local dialling.

It sounds like there is no Home Area Codes defined... Go to System->Numbering Plan-Home Area Codes and add the local Area Code in the first entry if local calls are 7 digit, in the second if local calls are 10 digit, press F1 for more info. Probably would be a good idea to check Area Flags when you are in that area as well.
