3300 embedded analog- no dial tone

Having issues with an embedded analog not presenting dial tone on a 3300 installed in India. I am able to call the extension and when I do "State PLID" while calling, it shows status as ringing.
A local vendor already replaced the analog card and the controller. I spoke with them about a possible programming error and they advised that they have verified all programming as correct. Anyone have any suggestions?

I don't think there is anything in programming that you can set (except maybe "non-busy" extension option) that would stop an analog port from presenting DT.   If the AMB has been replaced then you may have a bad controller.

Controller was already replaced. How crazy would it be if the second one was DOA as well?

My thoughts:

The ribbon cable was reseated from the AMB to the mother board, right?

You tested directly in back of the system with butt set?

Is this LS or ONS (in or out)?

Every time we have had this its been a defective AMB (just once it was the ribbon cable that was not seating properly but we jiggled it around and got it to work) although once it was us being stupid and plugging into LS ports rather than ONS ports.

Tried onsp 1 and onsp 2, also with an analog phone connected directly to the ports. Do you think it could be something that needs to be changed in the circuit descriptor that would be specific to analog devices in India?

Got the right country selected in License and Option Selection?

Also, we had a faulty analog extn problem that drove us crazy - could ring it, but couldn't make calls and only had a no progress tone instead of dial tone. Turned out to be a faulty DSP card.

What needs to happen on a trunk to orginate a call in India? As already suggested would need the correct country code programmed. Not a ground start trunk by any chance?
