Clustered MBG

If a customer has MAS 3.0 w/MBG running and they want to cluster the MBG with another server for failover would a stand alone MBG work for that?

Yes, that's the exact setup we have in our office. The MAS sites on ISP #1, and the standalone MBG on ISP #2.

Is there a license required to allow the clustering? I know that they can share licenses if you wish to split them.

No, other than the standalone MBG's base license, I don't think there was anything else required.
