Synchronization Issues between 5000 and UC Server

According to the results of Synchronization in server manager, it's always successful.  It's set for Dynamic Extensions only.  Except a couple of the users listed in the 5000 database do not migrate over to the UC Server.   And one of the users always shows up as Offline.

My concern is that there's some kind of DB corruption somewhere, but I hope I'm wrong. 

Any thoughts on how to troubleshoot this?  It's a Mitel Corporate install and they never really finished, so I might have to drag them back in and get them to address it.

I'm thinking one fix is to sync all accounts and not just the ones with dynamic extensions.  Then just manually delete all of the unwanted accounts that come over as a part of it (which they should, but who knows?)

From help.  I think it's working as it's supposed to. 

    Enable or disable the Synchronize Dynamic Extensions only option.

    This option specifies if new accounts are created or not during the synchronization process. By default, this option is disabled. Options include:
        Disabled: When this option is disabled (not selected) the synchronization process pulls data (including Dynamic Extension information) from the PBX nodes and creates UC Advanced accounts.
        Enabled: When this option is enabled (selected) the synchronization process does not create new accounts. It does however, pull Dynamic Extension data from the PBX node to update existing UC Advanced accounts. When you enable this option, you must manually create the accounts first.
