Suggested UP Speed for VOIP to work?

I've been working on an issue for some time now and it's spread to now 2 sites. Both sites use digital trunks instead of traditional POTS. Both sites have voicemails cut off after 10-15 seconds and both experience poor voice quality but not all the time. I've had the CO turn up the volume on one of the sites trunks which seems to help voice quality but not vm cut off. One site uses a pt to pt the other VPN backs in. Bottom line is I believe it's a network issue or bandwith issue as I have other sites that use digital trunks that work fine but I have little training on t-shooting network issues this advance and we currently don't have anyone on staff who can. So does anyone know what or if the recommend UP speed should be for VOIP?
