Access Denied when dialing 911

I have some phones that are able to dial 911, as well as 8911 successfully.  However I have some other phones that when you dial it, "access denied" displays on the screen.  Now I looked and reviewed the phone accounts and they all look identical and good, so I am really confused on why?

Any Suggestions?

run ccs trace from the command line to see if it's hitting your carrier.  If it is then report it to them.

I would suggest double checking the cor (class of restriction)

I tend to get "restricted" if its a phone system and "blocked" if its my carrier (though this may vary depending on your carrier)
