I have checked all tenants in form 19.  Both station dial 0 routing and priority dial 0 routing are set for an analog extension.  Calls are going to the console.

Where is the 0 being dialed? If vm, what does mailbox 0 dial? Also, might upgrade to the last version to support a few more sets.
