Any ideas on issues when trying to sieze a trunk when using a SIP device. Basically getting re order tone regardless of what i dial. I can dial internally and over the cluster but just not sieze a trunk.

Generally two things will block outside calls.
1- COR.   Check your Class of Restriction to be sure it's allowed to dial out.
2- COS.   Check your Class of Service to be sure that "Public Connections are allowed"
