Mitel 5330/5340 phones not showing programmable keys in settings

We have some 5330/5340's connected to a 250. They're not giving us the "programmable keys" option in settings. I press the app key, settings, and then it just shows languages/text size/brightness/etc... Any ideas how to fix it? Or is there another way to program the programmable keys?
