GCCS not opening

GCCS will not open. Tried running GCCS on ECC Server and from another Server with Supervisor installed.
Run 'As Administrator'
Supervisor credentials correct

Other Supervisor Apps are working. ie. Diagnostic Console opens fine, all green lights. ECC functioning fine.

ECC Build Version 507.85.3200.0 (2018)
